Members of the Professional Association of Custom Clothiers take the 2005 Threads Ruffled Garment Challenge by Carol Fresia As the 2005 installment of its annual challenge to the Professional Association of Custom Clothiers (PACC), Threads magazine asked PACC designers to create garments that included at least 100 inches of ruffles, frills, or flounces.
